The first academic council conference of the China Institute for Free Trade Port Studies was held in Beijing on May 20, shortly after the institute for a free trade port with Chinese characteristics was established on May 10.
Initiated by the China Institute for Reform and Development, based in Hainan province’s Haikou, and jointly built by the National Institute for South China Sea Study, Hainan University and Hainan Normal University, the institute’s academic council members include top think tank scholars, senior government officials and economists.
At the first conference, Wei Jianguo, vice-president of China Center for International Economic Exchanges and a former vice-minister of commerce, was elected as head of the academic council, while Fan Hengshan, deputy secretary-general of the National Development and Reform Commission, and Chi Fulin, president of the China Institute for Reform and Development, were elected as deputy heads.
As a think tank platform, the institute aims to provide consultations on major issues in building a free trade port for Hainan, Chi said, noting that it will study free trade zone theory to improve Hainan's policymaking on free trade port development.
The institute will also build a research mechanism designed by renowned experts from home and abroad to organize research on the province’s free trade port policymaking, development strategy and implementation, he said.
Chi added that the institute will also study the experiences of other countries and regions and advise Hainan authorities on issues regarding building a free trade port, such as major strategies, important policies and key projects.
The China Institute for Reform and Development will take charge of the new institute’s operation and management, as approved by the Hainan government. Research and study results will be provided to the provincial government directly, Chi said.
President Xi Jinping said the Communist Party of China Central Committee had decided to support Hainan in developing the island into a pilot FTZ, as well as gradually exploring and steadily promoting the establishment of a free trade port with Chinese characteristics, on April 13 at a gathering in Haikou to celebrate the 30th anniversary of the founding of Hainan province and the Hainan Special Economic Zone.
Hainan will be China’s largest FTZ, enjoying higher-level opening-up policies.
