Heilongjiang authorities try to stem growing exodus of young talent

The annual population outflow from Heilongjiang reached 69,200 on average between 2011-2015. The figure has seen the percentage of young and educated people gradually increasing, according to a report released by the Heilongjiang Provincial Academy of Social Sciences in 2017.

The reasons can be attributed to the province's traditionally low salaries, poor employment prospects and limited development space.

Teachers, to take one example, often decide to leave when they want higher wages, a better environment and platform, said Wu Lei, vice-director of Harbin Engineering University's human resources department. "There's a huge difference in salaries between Heilongjiang and the developed cities in South China."

Tian Yu, a research fellow of the academy said in a recent interview with People's Daily that a talent drain has a complex influence on the economy.

To improve conditions, the province has begun taking some positive measures, such as stimulating development vitality, building platforms for careers and encouraging innovation and entrepreneurship among undergraduates.
