The proposal for building the Hainan free trade port

At present, there are many concerns about building a pilot free trade zone and a free trade port with Chinese characteristics in Hainan. Under such circumstances, we should make efforts to formulate an overall plan for the construction of Hainan free trade port and strive to receive an approval by the central government by the end of this year, which will help unify the public's expectation and contribute to the construction of the free trade port.
I. Serve the major strategy of China.
1. The Hainan free trade zone will play an important role in creating a new landscape in all-round opening-up and comprehensively deepening reforms.
2. Build Hainan free trade port as a strategic pivot for the 21st-Century Maritime Silk Road. Hainan will be constructed into an important platform of opening up to the Pacific and the Indian oceans and cooperation with related countries.
3. Formulate the development roadmap for the free trade port. By 2020, significant progress will be made in the construction of pilot free trade zone with high standards and high quality. By 2025, a preliminary free trade port system and operating mode will be established. By 2035, the free trade port system and operation mode will become mature with world-class business environment.
II. Build a free trade port with Chinese characteristics.
4. Explore the construction of the first socialist free trade port with Chinese characteristics. The core is the reform of socio-economic management systems that are compatible with the highest level of openness in the world.
5. In the next one to two years, efforts will be made to realize breakthroughs in constructing pilot free trade zone, aiming to lay a solid foundation for the comprehensive construction of Hainan's free trade port.
6. Fully draw on international experience to establish the world’s largest free trade port with the highest level of openness and the widest range.
7. The free trade port will be covering the entire island. It is necessary to consider different regional features and accordingly build different functional areas across the island.
III. The innovative development of service trade will be in the lead.
8. Service trade will dominate Hainan’s development and it will be in line with the general trend of economic globalization as an important starting point for China to lead economic globalization.
9. Expand the opening up of the service industry market.
10. Form distinctive features and advantages of the Hainan free trade port by taking advantage of the service industry.
11. Build a global tourism consumption center with world influence, comprehensively lift policy restrictions on the healthcare market, promote cruise tourism, and popularize new energy cars across the island.
12. Explore and formulate the negative list in accordance with the requirements of service industry innovative development.
IV. Take comprehensive institutional innovation as the core.
13. Construct a fiscal and taxation system for the free trade port featuring a simplified tax system, lower tax rates, and zero tariffs, in a bid to realize a free capital flow. Formulate laws, regulations and systems that suit the construction of a free-trade port.
14. Create an internationalized business environment with the focus on the implementation of the enterprise's self-registration system.
15. Carry out reform of the integration of multiple regulations to improve the efficiency of resource allocation.
16. Deepen the reform of the administrative system in the direction of “small government, big market”.
17. Build a more open and flexible human resource management system.
V. Create an overarching plan and coordinate at the top level
18. Accelerate the establishment of a coordination mechanism at the central government level on the Hainan free trade port.
19. Establish a Hainan free trade port research team directly led by the central government, and carry out basic research on major issues.
