On Sept 9, the Tsinghua World Forum on the Rule-of-Law, jointly organized by Tsinghua University Law School and Yingke Law Firm, was held in Beijing. Hundreds of Chinese and foreign scholars gathered together and discussed important topics, including regional economic integration, trade disputes and legal construction under the theme of the global economy transition and the construction of rule of law.
Xu Xianming, vice-chairman of the Supervisory and Judicial Affairs Committee of the NPC, Wang Liming, senior vice-president of Renmin University of China, and Luo Dongchuan, vice- president of the Supreme People's Court, delivered keynote speeches on the rule of law with Chinese characteristics, data sharing and personal information protection, and the latest progress in China's judicial reform.

Xu Xianming: Compared with other countries and regions, China's rule of law construction has its own characteristics. The rule of law with Chinese characteristics is a road of governance combining the rule of law with the rule of virtue.
In history, the demise of the Qin Dynasty (221-206 BC) showed that virtue cannot be separated from the Chinese governance. Since the Tang Dynasty(681-907 AD), China has had the tradition of law and virtue integration.
In the future, we must creatively inherit and innovate China’s rule of law, by promoting the construction of the rule of law with Chinese characteristics through the top-down guidance and bottom-up practice. Of course, the rule of law in all countries of the world also has many commonalities, for instance, everyone is equal before the law. The principle of equal punishment should be always kept in mind.

Wang Liming: Entering the big data era, data sharing is the trend of the data industry, while it also poses a huge leakage threat to personal privacy. In fact, information security and food safety are equally important nowadays.
In the process of data sharing, we should pay attention to the classification of personal information.
Data sharing must be authorized by the information holder. And even if it is authorized, it doesn’t mean the developer can use the information of the holder arbitrarily, but the scope and principles of after-authorization usage must be further clarified. Also, scenes that do not require authorization should also be legalized.
Dealing with the relationship between data sharing and private information should be a long-term topic.

Luo Dongchuan: Since the 18th CPC National Congress in 2012, the rule of law has played an increasingly important role in national governance. China's judicial reform has also made great progress.
The judicial openness and the “online smart court” construction have been comprehensively promoted. The tingshen.court.gov.cn has streamed 1.45 million trials and received an accumulative 9.9 billion views. Referee documents and executive information were also made public on the internet.
With the deepening reform of the judicial system and the modernization of the trial procedures, more and more top talent have been sent to the front line of case handling. The internet courts, the tour courts as well as other new work modes have continuously enhanced people’s sense of gain in the judicial process.
At the same time, the establishment of the International Commercial Court also provided a platform for diversified dispute resolutions and enhanced the international credibility of the judiciary.
