Li delivered a speech at a national conference on eco-environmental protection held by the Ministry of Ecology and Environment on Oct 27. Li stressed that the "one size fits all" act is a serious formalism and bureaucracy in the field of ecological environment management, which must be firmly opposed, effectively contained and promptly eliminated.

All localities should fulfill their party and government responsibilities, strengthen information disclosure, expedite petitions and reports, regulate discretion, pursue accountability seriously and strengthen safeguard measures against one-size-fits-all, Li said.
