Now for think tanks with Chinese characteristics

China’s think tanks are seeing robust development and it is now important to focus on constructing new think tanks with Chinese characteristics, enhancing international academic exchanges, and building and improving think tank evaluation systems.
Recently, the Chinese Academy of Social Sciences Evaluation Studies (CASSES) held the China Think Tank Construction and Evaluation Forum in Beijing where it released the “Global Think Tank Evaluation Research Report 2019”.
Using their AMI evaluation index system and doing in-depth research on think tanks of major countries and regions, the CASSES team produced 11 sub-reports on think tank evaluation, which were included in the 2019 report.
The report consists of four features:
First, the evaluation results are not presented in the form of think tank rankings, but through case studies, showing the development rules of think tanks and sharing the experience of think tank construction.
Second, think tank case selection is representative. The project team selects think tanks from five countries and six regions in the world for evaluation research. Such regional division and selection can help better reflect the development characteristics of think tanks in different regions and different policy environments.
Third, the think tank sub-reports, based on the “global think tank’s comprehensive evaluation AMI index system”, are systematic analysis of the think tanks in terms of attractiveness, management and influence.
Moreover, through reverse reasoning and rounds of testing, the AMI Index System also got revised.
Fourth, the sub-report authors all have long-term research experience in their relevant fields. As all these experts are familiar with the economic system, development level and human environment of the countries where think tanks in the case studies are located, the credibility of the report is further enhanced.
On the opening ceremony, Cai Fang, vice-president of the Chinese Academy of Social Sciences, put forward suggestions on how to realize the high-quality development of think tanks and promote the construction of new think tanks with Chinese characteristics.
He said it was necessary to combine the construction of think tanks with the modernization of national governance, so that think tanks can be truly integrated into the system. “Efforts should be made to further exert the role of think tanks in enhancing the country’s soft power and create favorable conditions for the Chinese economy to participate in international competition,” he said.
